Như ta đă biết
hiện nay chúng ta đang trong thời kỳ khủng hoảng kinh tế. Kể
từ tháng 12 năm 2007 đến nay, cuộc khủng hoảng đă kéo dài
trên 16 tháng chẳng những tại Mỹ Quốc mà c̣n trên toàn thế
giới. Chỉ số thất nghiệp tại Mỹ Quốc đă lên 8.1% và đang
trên đà leo thang trong tháng giêng và tháng 2 năm 2009.
Mỗi tháng đă có trên 651000 người thất nghiệp
và như vậy đă có trên 7 triệu người thất nghiệp. T́nh trạng
này chưa từng có kể từ năm 1983. Ấy là chưa kể 4 tiểu bang
có chỉ số thất nghiệp cao hơn 10%, California thất nghiệp
10.1%, Michigan 11.6%, South Carolina 10.4% và Rhode Island
10.3%.
(California's unemployment rate jumped to 10.1 percent in
January, from 8.7 percent in December, as jobs have
disappeared in the construction, finance and retail
industries. Michigan's jobless rate jumped to 11.6 percent in
January, the highest in the country. The second-highest
jobless rate was South Carolina at 10.4 percent. Rhode
Island was next at 10.3 percent, which marked an all-time
high for the state in federal records dating to 1976.
California rounded out the top four.)

Cuộc khủng hoảng
kinh tế lần này không phải là một thiên tai nhưng chính do
con người tạo ra được xem như lớn nhất kể từ kỳ khủng hoảng
kinh tế của Mỹ trong thế kỷ 20 kéo dài trong thập niên
1929-1939.

Trong bài này, ta hăy xét các yếu nhân đă có
trách nhiệm trong cuộc khủng hoảng kinh tế năm 2009.
Nhân vật thứ 1:
Alan Greenspan, Chủ tịch Quỹ Dự trữ
Liên bang Hoa Kỳ
Đứng đầu là Alan
Greenspan, Chủ tịch Quỹ Dự trữ Liên bang Hoa Kỳ trong suốt
thời gian 20 năm từ 1987 tới 2006. Trong vài năm trước Alan
Greenspan là người chủ trương thị trường tự do, đă điều
khiển kinh tế Hoa Kỳ vượt qua các kỳ suy thoái năm 1987, thị
trường chứng khoán sụp đỗ từ 2700 tới khoảng 1800 và thời
gian khủng hoảng sau nạn khủng bố 9/11 năm 2001. Ông vẫn
được coi như nhà tài chánh lừng danh của Mỹ Quốc và trên
toàn thế giới. Thế mà ngày nay ông ta được coi như là một
thủ phạm chính trong cuộc khủng hoảng kinh tế năm 2009.
Alan Greenspan
bị kết tội là đă cho t́nh trạng bong bóng nhà cửa phát triển
do kết quả chính sách lăi suất thấp và thiếu thủ tục điều
hành vốn vay mua nhà cửa. Greenspan hậu thuẫn cho chính
sách subprime (nợ xấu : cho vay nợ người không có việc
làm không có lợi tức) không đủ khả năng trả góp và hậu thuẫn
các người mua nhà chuyển đổi từ tiền lời cố định
(fixed-rate) sang tiền lời thay đổi (variable rate);
điều này làm các người mua nhà
không thể trả được khi tiền lời lên cao.

the long-serving chairman of the Fed, a committed free
marketeer who had steered the
US economy through crises ranging from the 1987
stockmarket collapse through to the aftermath of the 9/11
attacks, was lauded with star status, named the "oracle" and
"the maestro". Now he is viewed as one of those most
culpable for the crisis. He is blamed for allowing the
housing bubble to develop as a result of his low interest
rates and lack of regulation in mortgage lending. He backed
sub-prime lending and urged homebuyers to swap fixed-rate
mortgages for variable rate deals, which left borrowers
unable to pay when interest rates rose.)

tới khi giá nhà sụp đỗ dưới 480 ngàn (hiện
nay giá nhà giảm 27%) th́ người mua cảm thấy thua
thiệt ở trong nhà đó nên t́m cách không đóng trả góp nữa gây
ra t́nh trạng thua lỗ cho nhà băng.
Chính sách này của
Alan Greenspan đă gây ra nạn bong bóng xà pḥng (xà bông)
nhà cửa tại tiểu bang CA cũng như nhiều nơi khác tại Mỹ Quốc.
Cho đến ngày nay
so với giá hiện tại giá nhà cửa tại Hoa Kỳ đă giảm 27% và
đang trên đà giảm nữa và chưa biết chừng nào mới dừng lại.
Alan Greenspan đă làm đủ mọi cách để chống
lại cái mà ông ta gọi là “các qui luật không cần thiết
(unnecessary regulation) ”.
Chính sách tài
chánh của Greenspan đă gây ra nạn khủng hoảng kinh tế của
Hoa Kỳ. Ông ta thừa nhận rằng là một vài điều ông đă cho là
đúng th́ lại trở thành sai. Greenspan cho rằng cuộc khủng

Tới khi nạn khủng hoảng tài chánh ở bên Anh xảy ra th́ ông
không chịu bơm tiền vào hệ thống tài chánh và không chịu trợ
giúp các ngân hàng. Ông không công nhận nạn bong bóng nhà
cửa và không cắt giảm lăi suất nhanh chóng để cứu văn nền
kinh tế suy thoái của Anh.

Threadneedle Street office, the UK economy was motoring
along just nicely: GDP was growing at 3% and inflation was
just 1.3%. Chairing his first meeting of the Bank's monetary

decision-making should become "boring".)

crunch first took hold,
